Halal Certification: A New Requirement in Kelantan

Kota Bharu Leads in Halal Certification Policy

Renewal of Licenses Now Requires Halal Certification

The Kelantan state government has introduced a new policy. Businesses must now obtain Malaysian Halal Certification to renew their operating licenses with local councils.

Kota Bharu as the Initial Implementer

State Committee for Islamic Development chairman Mohd Asri Mat Daud announced the first implementation. Kota Bharu Municipal Council-Islamic City will lead this effort. Other councils will follow soon.
“Insya-Allah, this policy will expand across all districts,” he said. He spoke during the Halal Certificate Handover Ceremony held in Pasir Hor on Dec 26 for Nasken International Sdn. Bhd.

Kelantan Distributes Hundreds of Certifications

Utusan Malaysia reported that Kelantan has issued 453 halal certifications this year. These certifications were given to businesses like hotels, restaurants, pharmacies, and salons. Notably, 405 certifications went to Malay-run businesses. Meanwhile, 48 were awarded to non-Islamic establishments.

Compliance Requires Strict Adherence to Guidelines

Mohd Asri emphasized eight specific requirements for businesses. These include using halal-compliant products and proper kitchen practices.
“This is not just about food—it also covers kitchen management and material usage,” he said.

Enforcement Through Regular Inspections

The government ensures compliance through inspections. Jakim and other agencies collaborate to conduct regular and surprise checks. Kota Bharu currently leads with nearly 190 certified premises. In contrast, other districts only have six or seven certified businesses.
